Apply for an advisory disabled bay
Stockton-on-Tees Borough Council will consider applications to provide, free of charge, advisory disabled parking bay markings close to properties where a resident's mobility is dependent on them having their vehicle parked immediately outside their home.
Any disabled bay provided under these circumstances is on an advisory basis only and does not legally exclude other motorists from parking in the bay as no legal order will be created.
Advisory disabled bay criteria
To apply for an advisory disabled parking bay outside your property the following criteria must be met:
- you hold a disabled persons' Blue Badge
- you live at the address to which the application refers
- you do not have a drive, or alternative off-street parking or there is no space within the boundary of the address to provide a suitable parking space
- the number of disabled parking bays in the road does not exceed 20% of the available kerbside space within 100 metres of the property
- a 6.6 metre parking bay can be accommodated in front of the applicant's property and the road is wider than 5.5 metre to ensure the bay is in a safe and suitable position
- the bay will be wholly on the road

Reasons why a request may be turned down?
In certain circumstances it may not be possible to grant approval to implement the bay marking, even if the requirements are met.
These circumstances include:
- where there is no loading or no waiting restrictions already in operation
- implementation of the bay would adversely affect road safety or obstruct traffic movements (for example, on a bend, near a junction, in a turning area)
- an existing Residents Permit Parking Zone is in operation or has been proposed
- the bay is within or adjacent to an ordinary parking bay
- the bay is where there is no clear distinction between the road and footway
- the address of the property is on a classified road, for example, A, B and C class roads
- the bay is within a bus lane or cycle lane
- any part of the proposed bay is opposite or within 10 metres of a junction
- where the bay would obstruct access to neighbours' driveways either adjacent to or opposite from the proposed bay location
- local Ward Councillors or affected residents formally object
Consultation
As part of the assessment process consultations will be necessary with Local Ward Councillors, and any affected residents. Residents who may be affected by the markings will be consulted and asked whether they would support the application.
