Town Deal projects

The Town Deal Board is working on the Town Investment Plan and has identified the four priorities for Thornaby:

• tackle long-term vacant properties in the town centre to enable new development and change of use
• support to enhance the delivery of skills training for Thornaby residents, linked to Stockton Riverside College's strategic aims and objectives
• new footpath and cycle infrastructure linking station, college, town centre and key residential areas and employment sites
• addressing poor quality housing in North Thornaby

They were identified following the 'Let's Talk About Our Towns' public consultation in 2020. Read a full summary on our consultations page.

Work has taken place to create interventions across Thornaby which meets these four priorities.

Thornaby Town Centre projects

A new swimming pool and gym in the town centre

The demolition of Phoenix House will make way for a new swimming pool and gym, which will connect into the existing Pavilion Leisure Centre.

The new two storey-building will include:

Ground floor

• a 25 metre swimming pool with five lanes
• internal improvements to Thornaby Pavilion
• a new, dedicated entrance providing access to the leisure centre to welcome visitors
• a new, modern changing village

First floor

• a new gym
• a new sauna and steam room
• changing facilities
• a link to access the existing Thornaby Pavilion building from the new entrance

Work on the scheme will begin in early 2025 and be complete in spring 2026.

The programme for the closure of the existing Thornaby Pool on Thornaby Road will be carefully phased to ensure there is still a swimming facility in the town until the new pool is open to the public.

The Golden Eagle site

The Council is in the process of acquiring the leasehold interests of the Golden Eagle hotel. Demolition of the building will begin by the end of 2024 in order to clear the site for redevelopment.

NETA Training relocation

£4.5million of Town Deal funding will support the relocation of NETA Training, which is part of the Education Training Collective (ETC).

NETA will be relocated from its existing location in Portrack Lane to a 5,000sqm modern, purpose-built facility next to Stockton Riverside College in Thornaby.

NETA provides a diverse range of courses and training across industrial sectors like electrical, gas, welding and health and safety.

The new campus will further enhance the delivery of quality engineering and construction training within the Borough for young people and adults.

NETA Training will have its own access point off Princeton Drive and continue to deliver its full range of training services. Detailed designs have been drawn up and work is expected to begin in summer 2024.

North Thornaby projects

Investment will focus on four key themes:

Improvements to Victoria Park and Community Centre

• improvements included the refurbishment of the community hall and the installation of new play equipment
• a community garden was installed and the Multi Use Games Area (MUGA) was relined
• playground markings were also provided throughout the park

Investment in 'Safer Streets' through home security improvements, alley gates and CCTV

So far over 500 properties have been improved.

Working with registered providers to deal with long-term vacant properties and bring them back into use

North Star are working on a list of over 40 vacant properties in the area to bring them back into use.

Cycle infrastructure

A series of routes will connect key points in Thornaby with existing cycle infrastructure, connecting residents and the town centre and train station.
