Accessibility statement for EYES portal

Stockton-on-Tees Borough Council is committed to making the EYES portal accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This statement applies to:

We want as many people as possible to be able to use this portal.

For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We've also made the portal text as simple as possible to understand.

Compliance status

This portal is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

The navigation bar which includes the our council, our people, our places and our economy links is not included in the hamburger menu when a user visits the portal from a mobile device, this fails WCAG A 3.2.3.

Parts of the portal require scrolling in two dimensions on small screens or when certain levels of zoom are applied this fails WCAG AA 1.4.10.

Some of the elements within the portal do not have an accessible name including the drop-down list for the school name this fails WCAG A 4.1.2.

Some clickable elements including the breadcrumb items are not far enough apart and may be difficult for users to select, this fails WCAG AA 2.5.8.

Some links are only distinguished by colour which means that those with a visual impairment may not be able to tell they are a link this fails WCAG A 1.4.1.

What we're doing to improve accessibility

We are working with the EYES portal supplier, SystemC, to address the accessibility issues we identified. We have a planned program of improvements which will be completed by August 2025.

We plan to regularly review our accessibility through user testing for new content and online services as well and manual testing using NVDA and diagnostic software such as Wave, Axe and Silktide to ensure compliance of WCAG 2.2 AA standards and AAA where possible.

Preparation of this accessibility statement

This statement was prepared on 22 August 2024.

This portal is tested regularly using NVDA and diagnostic software such as Wave, Axe and Silktide. Manual testing is also carried out on a regular basis for new content. Testing is carried out by our Digital and Website Development Team.
